Mandate of the Embassy of the Republic of Liberia in Abuja

(With Concurrent Accreditation to Benin, Equatorial Guinea, and Permanent Representation to ECOWAS), The Embassy of the Republic of Liberia in Abuja is mandated to promote and protect Liberia’s foreign interests, strengthen bilateral and multilateral relations, and serve as the Permanent Mission to ECOWAS.

It shall encourage, attract, and facilitate investment opportunities in Liberia; engage in political, economic, social, and cultural diplomacy consistent with the ARREST Agenda for Inclusive Development (AAID); and advance regional peace, trade, economic integration, and cooperation.

Mandate of the Embassy of the Republic of Liberia in Abuja, Federal Republic of Nigeria

(With Concurrent Accreditation to the Republic of Benin, the Republic of Equatorial Guinea, and as Permanent Representative to the Economic Community of West African States – ECOWAS), The Embassy of the Republic of Liberia in Abuja shall serve as the principal diplomatic mission of Liberia in Nigeria and its concurrent jurisdictions. The Embassy is mandated to:

Promote and Protect National Interests:

Safeguard and advance the political, economic, cultural, and social interests of the Republic of Liberia in Nigeria, Benin, and Equatorial Guinea, as well as within ECOWAS.

Facilitate Trade and Investment:

Encourage, attract, and facilitate foreign direct investment into Liberia by creating enabling partnerships with government institutions, private sector stakeholders, and development partners across the jurisdictions.

Advance Political and Diplomatic Relations:

Strengthen bilateral and multilateral relations through dialogue, cooperation, and engagement, ensuring that Liberia’s voice is heard on regional and international platforms.

Promote Economic Integration and Cooperation:

Support ECOWAS’ agenda for economic integration, peace, stability, and sustainable development, while aligning Liberia’s priorities with regional policies and initiatives.

Engage in Cultural Diplomacy:

Promote Liberia’s cultural heritage, values, and identity as a means of deepening mutual understanding and strengthening people-to-people connections within the region.

Support the ARREST Agenda for Inclusive Development (AAID):

Implement diplomatic initiatives that align with Liberia’s national development agenda, focusing on Agriculture, Roads, Rule of Law, Education, Sanitation, and Tourism, thereby contributing to inclusive growth and shared prosperity.

Through these functions, the Embassy of the Republic of Liberia in Abuja shall remain committed to fostering peace, trade, cooperation, and regional integration, while serving as a dynamic channel of engagement between Liberia and its partners in West and Central Africa.

Ambassador’s Biography

John A. Ballout is a distinguished Liberian politician with extensive experience in governance and diplomacy. Having previously served as a senator in Liberia, he has a deep understanding of the political landscape and legislative processes within his country. Currently, he holds the prestigious position of Liberia’s Ambassador to Nigeria, one of the most important diplomatic posts for Liberia due to Nigeria’s economic influence and regional significance in West Africa.

In his diplomatic role, Ambassador Ballout is dedicated to strengthening the bilateral relationship between Liberia and Nigeria. His efforts focus on fostering diplomatic collaboration, enhancing economic cooperation, and encouraging trade and investment opportunities that benefit both nations. His mission also involves representing Liberia’s interests in Nigeria, engaging with government officials, business leaders, and the Liberian diaspora to promote mutual interests and regional stability.

Ambassador Ballout’s work is crucial in expanding Liberia’s presence and influence within West Africa. Minister Counselor Profile

The Minister Counselor and Deputy Chief of Mission (DCM) at the Embassy of the Republic of Liberia in Abuja is a seasoned public servant and diplomat with extensive expertise in governance, public policy, maritime affairs, and international relations. He holds a Bachelor’s Degree in Business Administration, a Master’s in Public Administration (Public Policy), a Master of Science in Maritime Affairs (Ocean Sustainability, Governance, and Management), and a Postgraduate Diploma in Foreign Relations and Diplomacy.

He has served Liberia in several senior capacities, including Assistant Minister of Land and Rail Transport, Director General of the Liberia Standards Authority, and Board Member of the Liberia Special Economic Zone Authority. In February 2024, he was nominated as Deputy Minister for Land and Rail Transport. Alongside his public service, he has contributed to academia as a part-time lecturer at Stella Maris Polytechnic University and the United Methodist University in Liberia.

With this diverse background, the DCM brings strategic leadership and technical expertise to advancing Liberia’s diplomatic, economic, and development interests in Nigeria, Benin, Equatorial Guinea, and ECOWAS.
